The opening of the Diponegoro University Master of Marine Science (PS MIK) Study Program was based on the need for expertise and knowledge equivalent to a Master of Marine Science, which so far has not been taught and held specifically by a study program in Indonesia. This is supported by Diponegoro University’s main scientific pattern, namely the development of coastal areas and tropical seas, which is a unique flagship in Indonesia and the Faculty of Fisheries Strategic Plan which focuses on strategies for achieving superior development in the field of tropical fisheries and seas in 2020 (FPIK Strategic Plan 2012- 2016). The implementation of PS MIK Diponegoro University is a flagship that is expected to develop and play a role continuously,as well as encouraging healthy competition both within the Undip postgraduate program and at the national level. The implementation of PS MIK Diponegoro University is also part of Diponegoro University’s main mission as a World Class University (World Class University) in implementing the Tri Dharma of Higher Education and in its development into a Research University with PTNBH status. The establishment of PS MIK Undip is also part of the Government’s efforts to strengthen human resource development with competence in the maritime sector. Strong human resources are needed to drive development in the maritime sector which is currently the main focus of development for the Indonesian Government as stated in the Nawa Cita of the President of the Republic of Indonesia. RPJP Mandate (for RPJMN III): Strengthening comprehensive development in various fields by emphasizing achieving competitive economic competitiveness based on the advantages of quality Natural Resources and Human Resources, as well as increasing science and technology capabilities as a basis for developing countries (RPJMN IV 2020-2025).Management of natural resources and biodiversity in it, marine development, climate change mitigation and adaptation are one of the focuses of natural resource development and the environment which is one of the pillars of development in Indonesia.

More clearly, the need for human resources who master the maritime sector is very important for efforts to realize the Marine Development Goals contained in the Marine Development Agenda in the 2015-2019 RT-RPJMN, namely:
Maintenance of the sustainability of environmental functions and marine living resources:

  1. Conservation and rehabilitation activities are prioritized in: (a) Strengthening and increasing the area of marine conservation areas from 15.7 million ha in 2013 to 20 million ha in 2019: (b) Improving effective management of 35 designated conservation areas; (c) Damaged and restored coastal areas totaling 85 areas.
  2. Acceleration of the establishment of institutions dealing with maritime security in an integrated manner and increasing the scope of supervision of fisheries and marine resources to 53.4 per cent of Indonesia’s fisheries areas
